NIA Special Public Prosecutor Gautam Khazanchi Delivers In-Depth Lecture on Bail Jurisprudence and PMLA at Galgotias University
NIA Special Public Prosecutor Gautam Khazanchi delivered an extensive lecture at Galgotias University on bail jurisprudence, Article 22 safeguards, and the Prevention of Money Laundering Act. The session explored constitutional law, ED investigations, and criminal litigation complexities, engaging law students in advanced legal discourse.
The distinguished lecture examined contemporary challenges in criminal justice, particularly the judicial balancing of individual liberty with the interests of justice. Advocate Khazanchi engaged students with detailed insights into constitutional principles governing bail, tracing their evolution through landmark judicial precedents and explaining how courts determine the grant or refusal of bail in criminal proceedings.
A significant portion of the discussion focused on Article 22, highlighting constitutional protections relating to arrest, detention, legal representation, and procedural safeguards available to accused persons within the criminal justice framework. The session further addressed the Prevention of Money Laundering Act and the investigative and prosecutorial role of the Enforcement Directorate in financial crime cases.
Advocate Khazanchi elaborated on the stringent “twin conditions” for bail under the Prevention of Money Laundering Act, along with recent judicial interpretations, procedural complexities, and practical challenges faced in financial crime litigation. He also reflected on the increasing sophistication of economic offences and the growing intersection of financial regulation, investigation, and constitutional law.
Drawing from his professional experience, he highlighted the evolving nature of investigation processes and the expanding scope of legal scrutiny in matters involving financial crimes and national security concerns. The interactive session also saw active participation from students, who engaged in a question-and-answer discussion on constitutional rights, Enforcement Directorate investigations, bail strategy, and courtroom practice.
The lecture followed the recently concluded International Conference on Comparative Law organised by the School of Law at Galgotias University in collaboration with the School of Business and Law at Edith Cowan University, Australia. The conference brought together Supreme Court judges, legal scholars, senior advocates, academicians, and practitioners to deliberate on constitutional law, arbitration, governance, technology, business regulation, human rights, and international legal frameworks.
